Short answer
Solubility says how much of a substance can dissolve in a solvent at a given temperature and other conditions. Concentration says how much solute is actually present in a particular solution. A dilute solution can contain a highly soluble substance. 1 2

What each thing is
Solubility. The maximum amount of solute that can dissolve under specified conditions at equilibrium. 1

Key differences
Solubility and concentration must use compatible units and conditions to be compared. A solution is unsaturated below the equilibrium solubility, saturated at it, and may be supersaturated temporarily under special preparation. 1 2

If a table describes a maximum dissolvable amount, it reports solubility. If a lab report measures what is in a sample, it reports concentration. Ask whether the value is a capacity or an observation. 1 2

Edge cases
A mixture can contain undissolved solid even while dissolved concentration remains at the solubility limit. Temperature and pressure can change the limit, especially for gases. 1 2
